Project Engineer

Job Description and Requirements

A bachelor degree in chemical, mechanical or industrial engineering. A four year engineering program from a reputable academic institution is required.

A minimum of 10 years project management experience in new or existing refineries, NGL or petrochemical plants.

Experience working with and supervising engineering and construction firms.

Familiarity with project estimating, scheduling, cost and risk management.

Experience working in or with an operating facility for at least three years, and familiarity with live hydrocarbon plant safety and execution requirements.

Project Management Professional (PMP) certification (preferred).

Experience working on revamp/debottlenecks or shutdown/turnaround (preferred).

Willingness to travel within kingdom and commute to job locations in areas other than residence due to business needs.

Effective skills in interaction, communication, negotiation and managing conflicts and disputes.

Fluency in English language, both verbal and written.

Duties & Responsibilities:
You are expected to perform the following:

As a representative of DR&NGLF, work closely with the engineering contractors to manage engineering, design, procurement, estimating, cost, schedule etc.

Develop and manage Project Execution Plan (PEP) for all type of projects.

Lead the development of project constructability studies.

Arrange and sponsor VIPs (Value Improving Practices) applications such as technology selection, facility optimization, value engineering, energy optimization etc.

Identify, plan and manage project resources like manpower, equipment, material etc.

Manage the development of material purchase requisitions. 

Develop contracting and procurement strategies.

Prepare with stakeholders for value assurance reviews and gate approvals.

Prepare Invitation to Bidders (ITB) for FEED and execution contracts.

Participate into the technical and commercial evaluation of contract bids.

Identify, manage and control project risks. 

Provide and evaluate data for project benchmarking, internally or externally.

Monitor, control and report projects performance and present to management and stakeholders
