Monitoring, Evaluation and Learning Manager MENA (English and Education)

Contract Duration: FTC 1 year (renewable)
Flexible Location: Egypt or Jordan
Pay Band 7/F (Locally appointed) Salary: 28,494 EGP or 1500 JOD + medical insurance + annual leave

Role Purpose

  • To work closely with the Senior Regional Monitoring and Evaluation (M&E) Adviser, Strategic Business Unit (SBU) leads, programme Senior Responsible Officers (SROs) and managers to develop monitoring, evaluation and learning (MEL) plans embedded within project management processes.
  • To assure the quality of programme monitoring data through development of guidance, data quality assurance, and capacity development in key areas. 
  • To support utilisation of programme monitoring data for periodic reviews and generation of recommendations to broaden organizational understanding of programme performance and adaptive management. 
  • To support capacity building for colleagues across all SBUs to ensure that they have a strong understanding of the British Council’s Results and Evidence Framework (REF).

Function Overview

M&E in the British Council is a strategic function that aims to provide evidence of the impact of our
work to key stakeholders and donors. The function aims to develop systems to capture the often
complex and long-term effects of our work undertaken in collaboration with multiple partners. 

This role requires strong technical and collaborative skills, as well as capacity development support
to enhance understanding of key MEL concepts and practices across the organization. The role will
be based in the Middle East and North Africa (MENA) region, which consists of 17 dynamic and
diverse countries. 
The incumbent will report to the Regional Senior M&E Adviser. The role will require working closely
with the Society SBU lead, and multiple SROs and program managers to embed monitoring and
evaluation into programme design and implementation. This necessitates in-depth familiarity with
different programmes, as well as development of strong working relationships with multiple internal
and external partners.
