Information, Counselling and Legal Assistance Technical Officer (Syria Response)

Overview

NRC currently has more than 2,000 staff in the Middle East region assisting people displaced by conflict in Syria . As a leading humanitarian organization, we support displaced persons by implementing programs across the Shelter, Education, Food Security, Information Counseling and Legal Assistance (ICLA) and Water, Sanitation and Hygiene (WASH) sectors with strong protection and resilience focus integrated into our programs.In the Middle East, NRC has over 3000 staff dedicated to assisting people affected by conflict in Jordan, Syria, Lebanon, Iraq and Palestine. Its humanitarian interventions are based upon its programming expertise in the Core Competencies of Shelter, Education, Water and Sanitation Hygiene, Food Security, along with Information Counselling and legal Assistance (ICLA) to forcibly displaced people.  The Syrian Crisis is well into its eight year, but the level and intensity of conflict in the country remains high.  Humanitarian and protection needs continue to grow inside of Syria as a result of the ongoing conflict and consequent complex emergency situation in which displacement is both massive and widespread.

 

 

Legal developments and related practices
- proactively monitor the legal developments and practices in Government of Syria controlled areas regarding Civil Documentation and Housing, Land and Property rights (HLP)
- Proactively monitor the development and practices in non-Government of Syria controlled areas regarding Civil Documentation and Housing, Land and Property rights (HLP)
- Analyse the impact, associated risks and/or opportunities of such developments and practices on information, Counselling And Legal Assistance (ICLA)  activities as well as the broader context
- Draft quality and thorough weekly analysis for the team
- Identify which activity is affected by such developments and to adapt the tools of the activities accordingly
- Develop a capacity building plan based on assessed needs and implement it for team member
 
Information sessions and counselling Technical Support
- Update existing scripts and develop new scripts used by field staff during information sessions on thematic based on beneficiaries needs
- train field staff on the revised and/or new script and monitor their roll out
amend based on feedback from the field
- review existing counselling case load and carry a protection analysis
- develop a depository of advice for the frequent counselling cases questions
- carry out legal research on new legal issues encountered in the field and to liaise with field teams on how to better respond to the query
 
Other legal tasks
-Analyse and provide recommendation on complicated/challenging Housing, Land and Property rights (HLP)Due Diligence cases
-Review the agreement from Collaborative Disputes Resolution (CDR) cases
-Carry out legal research regarding Syrian and international law related to on-going research projects
-Review thoroughly draft reports prepared by external consultants and provide detailed comments
-Use understanding of HLP and CD procedures to support analysis of M E data
- Any other reasonable task as instructed by immediate supervisor.

 


Minimum 3 years working in a legal capacity outside of a lawfirm, preferably with an INGO, NGO, public entity, private company…..
Knowledge and experience within a relevant field, such as political science or law,  and ideally a relevant Diploma or Bachelor Degree or above qualification
Excellent command of spoken and written English as well as Arabic language.
Excellent English Drafting skills, high standard of accuracy and attention to details.
Previous experience from working in complex and volatile contexts
Documented results related to the position’s responsibilities is preferred.

 

Existing knowledge of the Syrian Legal Framework and practices, or willingness to proactively acquire this knowledge upon starting in the position
Ability to apply legal knowledge to a wide variety of topics and issues
Ability to work in partnership with the field staff to learn from each other
Ability to work remotely from the locations where the activities are implemented, without direct contact to beneficiaries
Knowledge of the overall context in Syria will be an asset
Excellent Computer skills especially MS Excel and Word
Quick starter, ability to work in a fast paced work environment
Solid information, communications, and technology skills are an asset
Training or prior achievements in protection will be an asset
Ability to work independently in a result-oriented multi-tasking and multi-cultural environment
Negotiation and conflict resolution skills
